Externality Costs are social damage costs specified per unit of pollutant. If you specify an externality cost for an effect, LEAP will multiply this unit cost by the total emissions of that effect in each year of each scenario to yield an overall externality cost of each pollutant. This cost will be incorporated into LEAP's overall social cost-benefit calculations.
