Assuming you have a ".leap" data file and that you have already installed LEAP on your computer, then you can open that file by simply double-clicking it. If the file is an attachment to an email you should be able to double-click the attachment.
Alternatively, if you have saved the file somewhere on your PC, then in LEAP select menu option Area: Install: Install from File. Once you select that you will able to browse for the saved ".leap" data file.
Note that one you have installed an Area, you can always quickly witch among the various areas installed on your system using the Area: Open menu option. Note that LEAP only keeps one area open at a time.
As an aside, you may be interested to know that ".leap" data files are really standard ".zip" files that have simply been renamed to make them accessible to LEAP. The file is creating by simply zipping up the contents of an area folder. These area folders are all normally stored as subfolders of the "My Documents\LEAP2011 Areas" folder.
