My advice would be to consider what characteristics about the isolated power plant you are trying to model *before* its interconnection to the rest of the grid. If the existence of the power plant is not critical to your energy system before being connected, then (from LEAP's simple perspective) how would the situation you describe look any different from any other power plant's construction?
In this case, it sounds like adding the power plant by adding Exogenous Capacity would do the trick. Feel free to expand on your thought with any other details, though, perhaps we can gather some advice from other users as well.
