Where are the emissions for imports and exports attributed to... the exporting country or the importing country? I believe this is implicit in help manual, but wish to confirm that: emissions from imports are assigned to producing country and are not calculated (added to) the modeled country.

Conversely, exports (power generated) by the exporting country are assigned to the exporting country (the modeled country) and ARE calculated under LEAP.

Therefore, exports must be included in modeled country power generation by generation type, process, and fuel. (conversely imports need not be differentiated by generation type, process, or fuel)since they de facto are "emissions free"?

    Hi James,

For each Output Fuel in a Transformation Module, the Import Target serves to reduce the annual requirements on that module, while the Export Target increases the requirements on that module (both relative to domestic requirements).

This means that your model will display emissions arising from an Export Target, because this target is met using the module's available processes in the same way as emissions would arise from any domestic requirements.

Since an Import Target simply reduces domestic requirements, LEAP makes no judgement about the kinds of processes that might be used to produce the fuel outside of your area. In that sense you could say that they are 'emissions free'. Have a look here for additional clarity:

Thank you Taylor for your responsive and precise reply. This is implicit in the help manual, your have confirmed, and is further compatible with the way import and export emissions are normally treated under UNFCCC reporting..... imports/exports emissions are reported by the producing country.
