    Hi Charlie,

    I downloaded the latest version of LEAP (2014.0.1.23) and found a bug in actual availability.

    Please see attached screen shot. This was a result of optimizing electricity generation. The optimized scenario did not add power plants but allowed Maximum Availability to be higher than the set value.

    The non-optimized scenarios worked fine.
