LEAP's optimization capabilities work for one supply-side module at a time: for example, an electricity generation module or a heat production module. To understand this, it's worth familiarizing yourself with what is meant by a "module" in LEAP:
LEAP cannot be used to determine least-cost solutions for more than one module at a time, which means it cannot (for example) optimally allocate resources between electricity and cooking uses. In general, LEAP's optimization routine is not sensitive to the quantity of available resources - instead, it depends on the price of the resource.
