Was is the response of a reviewer for an article you submitted to an academic journal, which used LEAP? I'll leave the phrasing of the response up to you, though you might find the organization of some of basic information about LEAP useful, which is available here:

It could be that the reviewer feels that you didn't adequately describe the methodology behind LEAP. I suggest emphasizing that LEAP is simply an accounting framework that let's you structure your energy supply and demand in a hierarchical way, and produces results (including cost and emissions results) by carrying out the necessary arithmetic. As we often say, LEAP is a tool for constructing models (much in the same way that MS Excel is a tool), not a pre-built model. If you wish, you will be able to reproduce any of LEAP's results that you wish using Excel*, though of course this may require some effort - hence the utility of the tool.
