You can use LEAP's results view to navigte through a set of results which will help you narrow down where you've gone awry.
If you see Fuel Production costs, then you may "zoom in" to the Resource branches and display Social Costs by fuel (selecting All Fuels in the menu to the right of the chart). This will tell you which fuel(s) are giving rise to the nonzero fuel cost that you observe. If the cost is attributed to wind, then chances are you have incorrectly entered a fuel cost under the Resources branches for the "Wind" fuel. If the cost does not arise from wind, then you know which fuels are being required that should not be, according to the training manual instructions. You can then trace these requirements to your Electricity Generation module - for example, select Transformation: Inputs, to see which fuels or power plants are consuming fuel to generate electricity.
This process of "tracing" fuels as they flow through your model is very useful for debugging LEAP areas.
