When the purchaser is bound by a power purchase agreement (PPA) to buy all the electricity generated by renewables, actual availability should not decline when more baseload is served by coal-fired power plants. But this isn't happening. RE competes with other baseload plants and its actual availability declines. How can I let LEAP dispatch all electricity generated by Wind and PV at maximum availability (max capacity factor) and the rest of the plants to adjust accordingly per their merit order or variable cost?
