I set Unmet requirements for 'heat' fuel as MeetWithUpsteamModules, I tried to reduce the number of iterations (in basic parameters) until 2, but it still doesn't work.

LEAP may not be able to solve the model in only two iterations. Maybe try to increase the number of iterations to see if it'll solve.
