I've a basic question about Effects branch - how to add it?

I've seen it in Freedonia, but in our LEAP Ireland model I haven't been able to add it by turning on Effects in Settings.

UPDATE: I time-travelled* into the future to figure out the answer: tick the "Environmental Externality Costs" check box under Settings/Costs and voila, Effects Branch appears.

*I didn't actually time travel, I just tried to solve a different problem... updating the post in case it helps another person.

Look out for the double plus sign on the top left just above the branches. Looks like this:
