In the electricity generation process, it need to input the system peak load shape and choose the dispatch rule. Actually, the system peak load shape is difficult to obtain in some areas. So if I choose Proportional To Capacity under the tap of Dispatch Rule, do I need to input the system peak load shape? How can I operate without specific system peak load shape. Thank you.

Based on my understand， it is necessary to input a system load curve. However, you could use the sample in LEAP, if you could not find a real one.

Yes. If you are specifying capacity data in a Transformation module, then you WILL need to input some sort of system load shape or load duration curve. You should be able to find data for these in most countries. If worse comes to worst, you may be able to find sample load shapes on the Internet to at least get you started.
