Hi,
I have successfully imported a color palette with our internal colour associations.
I am trying to allocate colours to specific technologies / sectors / fuels, and I haven't found how. Is this feasible or colours are randomly allocated to fuels / sectors?

You can adjust the colors allocated to fuels, regions and effects by editing the order of fuels in the Fuels, Regions and Effects screens. I'm afraid this is not possible for branches though as they are not a simple list but rather a hierarchical tree structure.
