How to set the emmission standard for new electricity with carbon capture technology? It means that I want to simulate a lower unit emmission for electriciy generation with carbon capture technology than without this technology which use the standard IPCC tire 1 emmission.

You can do this by simply specifying a lower CO2 emission factor in the "Avg Environmental Loading" variable for relevant Transformation branches. For example, if 80% of CO2 will be captured, just multiply your existing emission factor by 0.2.
One thing to be careful of is that many proposed CO2 capture technologies also have a lot of additional associated energy usage. You can specify that under the "Auxiliary Fuels" branches for your CO2 capture processes under Transformation\Module\Processes.
