The second of two workshops to revise and update a LEAP analysis for Mexico's Low Emissions Development Strategy. This workshop focused on training INECC staff in the use of the emissions baseline for Mexico developed by SEI from 2009 to 2030 in LEAP. This technical workshop for the UNDP Low Emission Capacity Building (LECB) Programme was attended by the 25 countries currently participating in the LECB programme as well as staff from UNDP, the EU and other organizations. Tenth Annual Workshop on Energy Planning and LEAP The tenth annual workshop on energy policy and the use of LEAP, targeted at energy professionals from South and Central America. The OLADE Executive Development Program in Energy Planning The Latin American Energy Agency (OLADE) organized this Executive Development Program in Energy Planning aimed at energy professionals from the Southern Cone of South America. The program was organized with local support from the Ministry of Mines and Energy of Paraguay, and the Asuncion National University, and supported by the Canadian International Development Agency (CIDA). The instructors included leading experts on energy and sustainability from Argentina, Brazil, Ecuador and Paraguay. A total of 36 professionals from Paraguay, Uruguay and Brazil participated. The course covered a variety of topics related to energy and sustainability including the applications of the LEAP modeling system. The program will be repeated in late August for participants from Central America and Mexico in Guatemala City, in cooperation with the Guatemala Ministry of Mines and Energy and the University Galileo.

Workshop in Accra, Ghana organized by the Ghana Environmental Protection Agency (EPA), the Stockholm Environment Institute (SEI), the US EPA and the Climate and Clean Air Coalition (CCAC). The workshop was part of the CCAC's SNAP Initiative (Supporting National Action Planning) for action on SLCPs (Short-Lived Climate Pollutants), intended to build capacity within Ghana and other African countries to develop SLCP mitigation strategies at a national scale. Participants are working with the US EPA's BENMAP tool as well as the new LEAP-Integrated Benefits Calculator (LEAP-IBC) tool developed by SEI. The final LEAP Training workshop of the current phase of ECRAN (Environment and Climate Regional Accession Network) held in Podgorica, Montenegro on July 5th and 6th, 2016. ECRAN is financed by the EU and managed by the European Commission. It assists beneficiary countries in the exchange of information and experience related to preparation for accession to the European Union. ECRAN is strengthening regional cooperation between the EU candidate countries and potential candidates in the fields of environment and climate action and assisting their progress in the transposition and implementation of the EU environmental and climate agenda. This is the final LEAP workshop in a series, in which ECRAN has been building capacity among Government agencies and other institutions in the Balkan accession countries to apply LEAP for energy planning and climate change mitigation assessment. ECRAN has benefited eight countries: Albania, Bosnia and Herzegovina, Croatia (now an EU member), the former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia, and Turkey. This final workshop is for 13 participants from Montenegro and Bosnia and Herzegovina, and will be an opprtunity for those countries to continue refining the LEAP analyses they started developing earlier. In particular, participants from the two countries will be working on building their baseline scenarios, and then developing mitigation scenarios that approach carbon neutrality and “net zero total emissions” over the next few decades. In March 2015, SEI traveled to Paris to deliver a workshop for staff of CITEPA, the Interprofessional Technical Centre for Studies on Air Pollution. CITEPA is a not-for-profit organisation, State operator of the French Environment Ministry (MEDDE) for conducting emission inventories of atmospheric pollutants and greenhouse gases. CITEPA works on climate-related emissions issues including inventories, MRV (monitoring, reporting and verification) and emissions projections. It produces various decision-making tools, and produces and disseminates data and projections on atmospheric pollution and greenhouse gases and works to build the capacities of administrations and private organisations in France and abroad. This workshop was intended to build capacity among CITEPA staff to use LEAP. Technical Training Workshop on Using LEAP for Climate Change Mitigation Assessments in the Energy and Transportation Sectors in Azerbaijan and Kazakhstan. This was the first technical training workshop for the Asian Development Bank (ADB) project "Economics of Climate Change in Central and West Asia" The workshop was designed to support the climate change mitigation component of the project, whichfocused on assessing the costs of mitigation measures and clean energy technologies, and demonstrate how LEAP can be applied to the economic analysis of greenhouse gas (GHG) mitigation options in the energy and transportation sectors. The workshop built capacity of government decision makers in economic analysis of low-carbon growth measures and in assessing policies to strengthen the consideration of costs and benefits in national climate change reports and national communications. Thirty technical representatives from governments, academic institutions, and energy and transportation agencies in Azerbaijan and Kazakhstan attended. The workshop generated shared information and practical knowledge on using LEAP for economic analysis of mitigation options and a general understanding on data needs and gaps in Azerbaijan and Kazakhstan. A workshop was held at the Stockholm Environment Institute, York, with the aim of advancing national planning on short-lived climate pollutants (SLCPs) in west Africa. The workshop was funded by the Climate and Clean Air Coalition (CCAC), and was attended by Dr Daniel Tutu Benefoh (Ghana EPA), and Dr Bala Bappa (Nigeria Ministry of Environment), as well as 3 SEI PhD students (Andriannah Mbandi, Ruchirek Ratchaburi, and Olajide Olawoyin). The focus of the workshop was to derive the first SLCP focussed emission inventory using the LEAP-IBC tool for Nigeria, and to update the existing inventory which has been developed for Ghana. These emission inventories will be used to determine the key source sectors, and benefits that could result from SLCP mitigation in Nigeria and Ghana. The PhD students were trained in the use of LEAP-IBC to understand how it could further their research on transport emissions in Kenya and Thailand, and air pollution in west Africa. Staff from the US and UK centers of SEI travelled to Tallinn, Estonia for a workshop at SEI-Tallinn that tested out the new LEAP toolkit for assessing Short Lived Climate Pollutants (SLCPs). Teams came from SEI-Tallinn, the Estonian Environmental Research Center and the Estonian Ministry of Environment. The new toolkit joins LEAP with a separate model developed at SEI-York and based on the GeosChem-Adjoint model. Synchronization of Electricity and Energy Planning in IndonesiaFollowing the finalization of Indonesia's National Energy Plan, there is a mandate that the 34 provinces of Indonesia should have their Regional Energy Planning completed within a one year timeframe. While waiting for the National Policy issuance, the Ministry of Energy and Mineral Resources of Indonesia (MEMR) initiated a three and a half day LEAP introductory training for the representatives of 34 provinces across Indonesia. The workshop was attended by approxmiately 60 particpants from 34 provinces, while the instructors came from the National Energy Council, Planning Bureau of MEMR, Data and Information Center of MEMR, Training Center of MEMR and the Indonesian Institute of Energy Economics (IIEE). SLCP Abatement Training in UgandaStaff from government ministries in Uganda completed a training workshop that aimed to build institutional capacity for assessing impacts and planning abatement actions on short-lived climate pollutants. Participants learnt how to use SEI's LEAP software for this purpose, explored and evaluated a preliminary dataset for Uganda prepared by SEI, and considered a case study of the benefits of improved inspection and enforcement of heavy duty vehicle emissions. National Expert SDG Tool for Energy Planning (NEXSTEP) TrainingThe United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) completed trainings on energy and emissions modelling using LEAP as part of its NEXSTEP project, which aims to enhance the capacity of policymakers and energy planners for planning energy transitions in the context of SDG7 and the Nationally Determined Contributions (NDCs). The project has had great success in developing SDG 7 Road Maps, with more than 20 completed already, and requests from new countries still coming in. These Road Maps have led to the initiation of many diverse projects in ESCAP member countries and are also driving on-the-ground policy change. LEAP has played a significant role in this success. In Thailand, UN ESCAP conducted a two-day training in Bangkok, Thailand on 12-13 December 2023 in collaboration with the Ministry of Energy. Using LEAP and NEMO for Integrated Resource and Resilience Planning (IRRP)As part of and Australia's Mekong Safeguards Program, SEI recently facilitated an Integrated Resource and Resilience Planning (IRRP) stakeholder workshop in Bangkok, which will inform the analyses for Thailand’s Power Sector Carbon Neutral Planning. Participants were introduced to IRRP concepts, and provided inputs on planning objectives, metrics, critical uncertainties, planning options and planning cases, that will shape subsequent activities, including a large scenario ensemble analysis using LEAP and NEMO. Capacity Building on Optimization for Energy Modelling using LEAP and NEMOThe ASEAN Centre for Energy (ACE), supported by the Economic Research Institute for ASEAN and East Asia (ERIA), held the Capacity Building on Optimization for Energy Modelling on 27th February 2025 at Jakarta, Indonesia. The event was attended by energy modelers and policymakers in the energy sector from various ASEAN Member States (AMS) and aimed to enhance the region’s utilization of optimization-based energy modelling method for energy policymaking. The event began with opening remarks from Kentaro Noma, Programme Manager on Energy, ERIA who welcomed participants with a reminder of the pivotal role of energy modelling in ASEAN’s dynamic energy landscape, especially in decision-making for energy transition policy. While he noted that energy modelling using simulation method has been helpful in capturing real-world dispatch conditions, the optimization approach offers the advantage of integrating and responding to evolving cost trends in energy systems. The statement was then reaffirmed by Dr Zulfikar Yurnaidi, Head of Energy Modelling and Policy Planning (MPP) Department at ACE, who highlighted the potential of optimization-based method that can better assess different energy pathways while ensuring cost-effectiveness and feasibility, as already implemented in ACE’s flagship publication the 8th ASEAN Energy Outlook (AEO8). The next session was aimed to provide context and base knowledge through Scene Setting: AEO8 Introduction and Findings. It was presented by Michael Petalio, Energy Modeler at MPP and the AEO8 (ACE). Michael’s presentation highlights the development process of the AEO8, focusing on the modelling methodology, scenario development, and key implications for ASEAN Member States (AMS). The AEO8 was developed using Low Emission Analysis Platform (LEAP), a software tool used to build energy models developed by the Stockholm Environment Institute (SEI) to support energy policy analysis and climate mitigation assessment. To incorporate optimization capabilities, the Next Modelling System for Optimization (NEMO) was integrated, enabling the application of least cost optimization in power sector for two of the four scenarios, namely the Regional Aspiration Scenario (RAS) and the Carbon Neutrality Scenario (CNS). The continuous advancement of optimization approach in the workshop presents an opportunity to further enhance future editions of AEO, enabling more robust and insightful analysis for ASEAN’s energy planning. Following the presentation, participants entered the training session to gain deeper understanding of the LEAP systems and the NEMO software. The training was divided into four session and led by Jason Veysey, Energy Modelling Program Director and Senior Scientist at Stockholm Environment Institute (SEI) US. It was started with Energy Modelling and LEAP Introduction, presenting the basic knowledge to the participants to ensure equal starting point. Then, Jason continued it with a session on Modelling Energy Demand and Supply. After the participants were familiarized with the foundational concept, Jason moved on to Optimization in Energy Modelling using LEAP. He highlighted the latest version of LEAP, launched in July 2024, which expands optimization beyond a single sector within an energy system. LEAP 2024 now enables full energy systems optimization, allowing users to optimize selected demand end uses, model pipeline and transmission networks, and optimize all components of Transformation. Additionally, the updated system allows for specifying overall constraints on greenhouse gases (GHGs) and other pollutant emissions, enabling the calculation of the least-cost energy system configuration that meets those constraints. The participants were given presentation and invited to engage in a hands-on session, starting from technical aspects of software installation, followed by developing a least-cost scenario using optimization, applying emission constraint and incorporating storage and capacity constraints to enhance energy system planning. To wrap-up the event, Muhammad Rizki Kresnawan, Senior Energy Modeler at MPP (ACE) gave a speech to summarize the capacity building. In addition to expressing appreciation to the supporting organizations and active participants, he emphasized the crucial role of energy modelling in advancing ASEAN’s energy transition and resilience. ACE reaffirmed its commitment to enhancing energy modelling capacity for both energy modelers and policymakers across AMS. This capacity-building initiative was designed to promote data-driven and innovative policy formulation throughout the region. It also served as an encouragement for participants to apply energy modelling in their respective energy policy development, aligning with ASEAN’s vision of achieving energy security, affordability, and sustainability for all. Joint LEAP/MoFuss workshop on Charcoal and Fuelwood Planning in HaitiWhile recent research has questioned their impact on forest loss, charcoal and woodfuel consumption are still likely to contribute to environmental degradation and deforestation in Haiti, especially if demand for these fuels continues to grow in the future. Cleaner fuels and technologies can reduce these impacts, but may involve trade-offs. Understanding how wood, charcoal, and other energy sources affect land use, health, and climate change is therefore essential for designing effective policy responses. In a four-day workshop held in Santo Domingo in the Dominican Republic, staff from SEI and UNAM (the National Autonomous University of Mexico) led a training workshop for government officials from Haiti that showed how two tools can be used to help consider some of these questions. The first few days focused on how LEAP can be used for examining wood and charcoal consumption and production. Next, participants learned how to use the MoFuSS (Modeling Fuelwood Savings Scenarios) tool to assess fuelwood degradation in Haiti. The trainings were led by Charlie Heaps and Rob Bailis from SEI and by Adrian Ghilardi from UNAM. Adrian is the lead developer of MoFuSS. Congratulations to all the participants for their hard work and enthusiasm in completing such an intensive workshop. Using LEAP for Energy Planning in PakistanIn Pakistan, electricity demand far outpaces its supply, resulting in daily blackouts for hours. Energy prices are increasing for residents and the government struggles to secure an adequate supply of imported liquefied natural gas (LNG) while its domestic reserves are rapidly depleting. It all stunts the country's growth and commercial activity and falls short of meeting its socioeconomic needs. Yet energy demand is only increasing. According to Pakistan's Integrated Energy Planning for Sustainable Development agency (IEP), accounting for all energy sources, the country’s energy consumption increased from 12 million tons of oil equivalent (Mtoe) to more than 52 Mtoe in 2020 – and that’s projected to jump to 99.2 Mtoe by 2030. In response, the Government of Pakistan (GoP) established an Energy Planning and Resource Centre (EPRC) to develop an Integrated Energy Planning system with the goal of providing sustainable, reliable and cost-effective energy. To help decision-makers develop informed policy, the EPRC, with support from USAID, invited SEI researchers to train 20 government employees from a diverse set of public agencies – and one USAID contractor – on how to use LEAP. SEI scientists Silvia Ulloa and Jessica Slater conducted the five-day training at the beginning of August in the Pakistan Planning and Management Institute in Islamabad. They taught the participants how to model energy demand, energy supply, emissions and scenarios in LEAP, as well as perform cost-benefit analysis and optimization modelling using the complementary energy modelling software, NEMO. Trainees practiced inputting various policies into a LEAP model and analyzed their impacts and costs. "The info provided here has really (piqued) my interest in working on demand and supply forecasting and integrating energy and environment together to make a model for IEP," one participant wrote. "It is a great value addition in my profile and I am looking forward to working on it in detail in the future." Pakistan's Minister for Planning, Development and Special initiatives Ahsan Iqbal, Deputy Mission Director of USAID-Pakistan David Young, and a member of Pakistan's Energy Planning Commission, Waqas Bin Najib, attended a closing ceremony for the training. In comments to the attendees, Iqbal spoke to the importance of data-driven energy policy to foster development and the need to transition from fossil fuels to renewable energy sources. Participants foresee applying their new knowledge for developing detailed bottom-up projections of energy demand, integrated energy planning using cost-optimization, and conducting an integrated evaluation of policy scenarios and new technologies, assessing their impacts on costs and GHG emissions. Final Handover Workshop for Mexico Climate Planning ProjectThis was the final workshop of the project to support Mexican agencies (SEMARNAT, INECC Instituto Nacional de Ecología y Cambio Climático, Conuee) by developing an integrated framework to estimate the mitigation potential and health co-benefits of climate policy measures, with a focus on energy efficiency and renewable energy. As part of the project, SEI - Stockholm Environment Institute and its partners Fundación Bariloche and Carbon Trust developed a comprehensive model of Mexico's GHG, SLCP and local air pollutants within LEAP. The project was conceived and supported by GIZ, German International Cooperation and SEMARNAT as part of the broader CONECC program (Enhancing the coherence of climate and energy policies in Mexico). As far as possible, the model was based on official and publicly accessible sources of data. It builds on past modeling efforts for the transport, industry and power generation sectors developed by INECC, CONUEE and other Mexican agencies and is calibrated to closely match the latest official energy balances, GHG inventories and power sector development plans for the country. The resulting LEAP model will be made available to a wide range of stakeholders in Mexico to help promote transparency, inter-agency collaboration and more holistic and ambitious climate pathways planning. Kuwait Energy Outlook (KEO)A series of trainings and modeling workshops for staff of the Kuwait Institute for Scientific Research (KISR), with support from UNDP Kuwait, the International Energy Agency (IEA) and SEI, culminated in the first edition of the Kuwait Energy Outlook (KEO): an economy-wide analysis of energy consumption and production in the country. Based on a LEAP scenario analysis developed jointly by KISR and SEI, the KEO makes the case for a new energy strategy for the country: one that fosters economic diversification and reduced fossil fuel dependency, and which promotes energy efficiency and renewable energy. The KEO includes detailed analyses of the residential, transportation, desalination and electric generation sectors, and highlights how a transition to a more diversified, energy efficient and renewables-based system can help Kuwait reduce its per capita GHG emissions, which are currently among the highest in the world (21 tonnes per person). Any such transition will require careful reform of energy prices. These are currently highly subsidized and so act as a huge barrier to economically rational energy efficiency and conservation. The study also highlights the urgent need to improve data collection and sharing in the country and to scale up the institutional capacity for data collection, planning and analysis. The current paucity of energy statistics was challenging for the production of the outlook and prevented detailed analysis of key sectors (industry and services).KISR intends to make the KEO an annual flagship report. As data improves, it expects to deepen the analysis of energy policies in future editions, for example with more precise and detailed analysis of key sectors and the development of a cost-benefit analysis of policy options as the basis for setting energy strategy priorities. Integrated Resource and Resilience Planning in Lao PDRA workshop in Lao PDR on sustainable electricity planning. A key issue is how to how to maximize benefits from hydropower while negotiating connectivity and environmental constraints. Climate and Air Pollution Modeling for ChileA seminar and workshop organized by the Climate Change Division of the Ministry of Environment (Ministerio del Medio Ambiente de Chile - MMA) and attended by many other groups including the Division of Air Pollution and the Ministry of Energy. The week was the starting point in developing a LEAP-IBC-based model used to assess the climate and air pollution implications of the country’s energy, climate change, and air pollution policies. The work will build on many existing LEAP-based modeling efforts including the work done during the MAPS programme, and the existing energy model maintained by the Ministry of Energy. Chris Malley and Charlie Heaps from SEI worked with a team led by Carmen Gloria Contreras Fierro, Priscilla Andrea Ulloa Menares, and Sebastián Tolvett. The event was supported by the Climate & Clean Air Coalition. During the initial seminar, it was great to see so much other exciting work being conducted in Chile using LEAP, including the data management and results visualization techniques being developed by Bruno Campos and his team at E2BIZ, the Energy Sector Scenarios developed at the Ministry of Energy, and a major new study on "Scenarios for the Future of Electricity" in Chile, to be published soon by the industry association Generadoras de Chile. Authors Meeting to Review LEAP Africa Modeling for the Integrated Assessment of Air Pollution and Climate Change in Africa.Here's an image from one of the authors' meetings of the Integrated Assessment of Air Pollution and Climate Change in Africa. For this project, we built an Africa-wide LEAP model with national-scale detail. The model and final report were used to examine how Africa can meet the development goals laid out in the African Union's Agenda 2063 with a special focus on combatting air pollution and climate change. These meetings were used to make sure the Assessment authors thoroughly understood and approved of the methods used in the model including detailed review of the parameters used to represent the dozens of policy measures assessed in the modeling. The assessment itself was organized by the Climate and Clean Air Coalition (CCAC) and the Africa Union (AU) and implemented by the Stockholm Environment Institute (SEI).
