Dear Jason:
I have two questions for the scale.I want to do research on the co-benefits of control air pollution and carbon dioxide emission in the YRD in China. The YRD region has four provinces in China.
Firstly ,according to LEAP help，IBC can currently be used with national-scale or multi-national scale (multi region) LEAP areas. Can I use the IBC in YRD for my research?
Secondly, I want to research the collaboration of energy transformation in the YRD Region.How can I set the LEAP to contain the four provinces in a LEAP model? How can I do multi-region Optimization for the YRD in the LEAP model in the sub-national scale?

We only have very capacity to provide support, so we cannot take on broad questions about how to design overall studies.
On your questions:

No, it is only valid for national-scale modeling. See this page for more info.

Use the General: Regions screen to establish multiple regions in your model. Suggest you start by reading this.
